Managing Director/ Board Member
Mr. Suhail Ahmed was appointed as the Managing Director on 30 December 2018. Mr. Suhail has a long history at HDC in which he has played a vital role in bringing transformative changes to the company and the city of Hulhumalé.
His work at the company commenced from the initial start-up over 15 years ago. He has served at various posts from Director of Planning and Estate, to Deputy Managing Director and Managing Director of HDC from 2012 until his departure in 2015.
During his previous tenure at the company as Managing Director, he played the key lead role in the commencement of Hulhumalé Phase II reclamation, formulation and development of Hulhumalé Phase II Master Plan and in creating opportunities for real estate investment for local companies to flourish in the city.
His former experiences include 15 years of service in the government in architectural ventures, construction and project management. Most recently, his work was in the private sector, where he successfully executed the construction of the world’s first undersea villa at Conrad Maldives.
Mr. Suhail is a well-established manager in the field of real-estate development and well known for his passion and innovative ideas in the field. He holds a Bachelors of Science (honors) in Building Management from Coventry University in United Kingdom.
Deputy Managing Director/ Board Member
Mr. Ahmed Athif was appointed as the Deputy Managing Director of HDC on the 6th of March 2019. He holds a Bachelor’s Degree (honors) in Accounting from University of Hertfordshire in Malaysia.
With over 10 years of experience in his field, Mr. Athif has worked in the private sector, as well as the public sector including Bank of Maldives and Maldives Monetary Authority. Currently, he is an elected member of the transitional committee for Maldives’ State Owned Enterprises, and is also the Managing Partner of two local consultancy firms; Clover Partners LLP, and Optimo LLP.
Further adding to his professional competency, Mr. Athif has acquired impressive certifications within his field, and is a Registered Auditor at the Maldives Monetary Authority, a Xero Certified Investment and Accounting Advisor, as well as an Insurance Agent at Amana Takaful Maldives.
Mr. Athif has also contributed his expertise to support humanitarian functions, and has been playing an active role to provide consultancy and accounting services for the Canadian Red Cross as well as the Red Cross Tsunami Project by Australian Red Cross since 2008.
CHIEF FINANCIAL OFFICER
Mr. Ahmed Shaam has over 16 years of experience in the field of accounting & finance. He is a certified ACCA Affiliate member and holds a Bachelor’s Degree (Honors) in Accounting and Finance awarded by University of Greenwich, UK and Segi University College, Malaysia.
Prior to his appointment as Chief Financial Officer of HDC, Mr. Shaam held the position of Associate General Manager, Financial Controlling & Risk Management at Maldives Airports Company Limited for a period of 2 years. He previously held positions such as Head of Accounts & Finance at Maldives Hajj Corporation Limited, and has also worked in various companies in the private sector during his early career.
Adding to his professional competency, Mr. Shaam has undergone a number of trainings in his field including Takaful Training for Agents, Training Program on Hajj Operations & Funds Management, and Airport Management Professional Accreditation Programme (AMPAP) Module 1, 2 & 3.
Corporate Affairs, Administration & ICT Department
Ms. Fathimath Nihaya has over 17 years of management experience. She initially began her career at the Ministry of Home Affairs of Maldives. Ms. Nihaya has a Bachelor’s Degree in Commerce, with a major in Accounting and Finance from Griffith University, Australia.
Ms. Nihaya joined HDC in the year 2005, as a Senior Officer in Finance Department and soon obtained the Assistant Director position of Finance. During this time, she was also leading the procurement functions of HDC and managed various tasks such as reporting, budget formulation and management as well as devising of procurement strategies.
In the year 2009, Ms. Nihaya competently moved up the corporation ranks and became the Director directly overseeing the overall management of Administration, Human Resources, and Procurement and ICT functions of the corporation. Since 2014, she has been the Director of Corporate Affairs, Administration and ICT at HDC. She is currently responsible for managing corporate affairs, general administration and ICT functions of the corporation.
Human Resource Management Department
Mr. Mohamed Ilham holds a degree in Bachelors (Hons) in Human Resource Management awarded by Staffordshire University, UK & Asia Pacific University, Malaysia. Mr. Ilham initially began his career at Civil Service Commission as an Administrative Officer (HR) where he served from 2008 till 2013. Further adding to his professional competency, he has successfully completed a number of trainings in Singapore and Malaysia. Following his return from further studies, Mr. Ilham joined HDC in early 2015 as a Human Resource Officer and remarkably moved up the corporation ranks to secure the Director position at Human Resource department.
With over 9 years of experience in the field of HR, Mr. Ilham played a key role in the inauguration of HDC’s first Apprenticeship Program and successfully held the biggest Career Expo in the country, Youth Career Expo 2017. Other integral works Mr. Ilham has undertaken includes the revision of HR policies of HDC following the drive and passion in motivating and creating a favourable work environment for staff to grow both personally and professionally. In 2018, Mr. Mohamed Ilham achieved a position among the 50 Most Talented HR Leaders in the Maldives.
Projects Management & Development Department
Prior to commencing his tenure as the Director of Project Management and Development at HDC in 2015, Mr. Nawaz Shaugee served in the Maldives National Defence Force (MNDF) for over 10 years. Shortly after graduating from Araullo University, Philipines with a Bachelors in Civil Engineering, Mr. Nawaz started his career at MNDF as a Civil Engineer. He has also successfully completed the Construction and Management of Building, Estates and Barracks Course at the Logistical Engineering University of PLA, China.
Possessing great aptitude Mr. Nawaz heightened his military ranks at MNDF and had led departments such as Project Implementation, Post Construction, Structural Design and Quantity Surveying and Construction. He was also appointed as a Commander in Military Engineering wing of Coe of Engineers and Commander in Military Engineering Services. Mr. Nawaz also acted as the Head of Directorate at the Directorate of Policy, Planning and Resource Management.
During his time at MNDF, Mr. Nawaz built an impressive professional background, participating in courses and seminars overseas and working on large scale projects throughout the Maldives. Notably, he played an active role in the nationwide infrastructural reformation following the aftermath of Tsunami, alongside Disaster Management Centre of the Maldives and field experts.
Real Estate Management Department
Mr. Shan holds a Bachelors in Architectural Science awarded by Curtin University, Australia and a Diploma in Architectural Technology from Institute Teknologi Pertama, Malaysia. His architectural career began at Gedor Architecture Pvt. Ltd based in the Maldives where he initially worked as an Assistant Architect, later moving up to become a locally certified Architect. With over 15 years of experience in his field, some of the key design projects Mr. Shan has successfully undertaken include; Friday Mosque at Ha. Uligam, Mosque Design for Supreme Council in over nine islands for Islamic Affairs, Hiriya School at S.Hithadhoo and Master Plan formulation for Madivaru Resort. He was also involved in the land use planning of AA. Dhigurah and has supervised and managed projects involving prominent buildings in Capital Malé; Maldives Monetary Authority Building, State Trading Organization’s Head Office Building, Post Office Building and Jazeera Building.
Since assuming the post of Director of Planning and Physical Development in 2016, Mr. Shan has been managing the physical development of Hulhumalé with regard to urban and architectural planning. He also heads the Development Control Unit which monitors the development activities and the enforcement of planning controls.
Business Development & Marketing Department
Ms. Nashwa Abdulla joined HDC in February 2015 as the Director of Business Development, Sales and Marketing. Managing three sub sections, she handles some of the core functions of the corporation including foreign direct investments, evaluation of business proposals as well as sales of properties in Hulhumalé.
Under her directorship, she has transformed the marketing function of HDC to involve investor relations introducing the large scale promotion of Hulhumalé on international platforms.
Ms. Nashwa holds a Master’s Degree in Public Administration from the prestigious Lee Kuan Yew School of Public Policy, National University of Singapore and a Bachelors in Business Management and Marketing, from Charles Sturt University. Prior to commencing her tenure at HDC, she served the Government of Maldives for over 11 years. She began her career at Ministry of Tourism and competently moved up the ranks within civil service. She served as the Political Secretary for the Minister at the Ministry of Construction and Public Infrastructure where she was later appointed as the Deputy Director. Shortly after, Ms. Nashwa was appointed as the Deputy Director at Ministry of Housing, Transport and Environment where she led diverse functions including protocol for Minister’s Bureau, media coordination, monitoring and evaluation as well as policy implementation.
Municipal Administration Department
Mr. Adam Azmee was appointed as the Director of Municipal Administration at HDC on 23rd April 2019. He holds a Graduate certificate in Management from the Australian lnstitute of Business, and is currently pursuing his MBA from the University of Bedfordshire.
He initially started his career serving the Maldives Police Service for a period of 3 years. Soon after, he attained his Diploma in Human Resource Management and worked at the Ministry of Islamic Affairs as a Human Resource Officer.
Mr. Azmee competently moved up the ranks serving the Government of Maldives, and held managerial positions at the Centre for the Holy Quran, Maldives National University, and MTCC.
Adding to his professional competency, Mr. Azmee has taken part in various training programs carried out by the Maldives Civil Service Training Institute such as Internal Audit, Supervisory Skills, and Fundamentals of Management Audit.
Legal Affairs Department
Dr. Fathimath Shiuny obtained her Ph.D in Law and Masters in Comparative Law from International Islamic University Malaysia (IIUM). Prior to her postgraduate studies, Dr. Shiuny attended the Maldives College of Higher Education and obtained her Bachelor of Law, attaining the prestigious award for the Best Overall Performance in LL.B.
She started her career at a private law firm as a part-time Legal Officer and joined Civil Service Commission of Maldives as a Legal Officer soon after. During this time, she was also a part-time law lecturer and tutor at her alma mater, Maldives College of Higher Education where she taught Contract Law and English Legal System. Successfully merging her legal expertise in her contributions to education, Dr. Shiuny also worked at Nirvana Group of Colleges in Malaysia as a full-time Law Lecturer and Tutor. She taught subjects such as Public Law, Contract Law for the Degree Transfer Program and University of London External Program.
Dr. Shiuny joined HDC in 2015 and holds the position of the Director of Legal Affairs. She also works as a part-time lecturer and tutor at the Maldives National University (MNU) and Islamic University of Maldives (IUM), teaching Medical Law and Negligence and Employment Law for post-graduate students.
